I have the Citi 1% plus 1% card. As I pay off my credit card each month I basically have a zero fee card that returns 2% on everything. Can anyone beat that?

Unfortunately there is no way to know for certain what your credit limit will be before you apply for a credit card. Credit Card issuers base the amount you are give as a credit line on the information in your application as well as your overall credit history, so there is know way they could indicate a credit limit before you submit your application.

If I transfer $10,000 and pay $200.00 for 15 months what happens to balance of $7,000. Is the interest rate then higher or based on credit score at the end of 15 months.

When you get approved for a credit card, you will be assigned an ongoing interest rate based on your credit worthiness at the time you were approved. After the intro APR period is up, that interest rate will be applied to your remaining balance on a monthly basis.
