The USAA® Secured Card American Express® Card is a solid choice for USAA members with fair/poor credit who are looking to rebuild their credit or establish a credit history for the first time. This card isn't a debit card or prepaid card – it's a secured credit card that reports to the credit bureuas and can help you build credit with responsible use.
 
With this card, you can determine your own credit limit ($250 to $5,000) with an interest-earning CD. The does have an annual fee of $35, but that's pretty normal for a secured credit card. One great feature of this card is that there is no foreign transaction fees which can save you money when using your card overseas.

The Good
